Google Tag Manager is a tag management tool. It is not treated as an autonomous cookie category, but it loads Google Analytics, Google Ads, Meta Pixel, Microsoft Clarity, TikTok Pixel, or other tags. GHS-COM configures the mechanism so that tags requiring consent are not triggered before user selection.
